My only other guess would be that its a channel of a different region... Try this:

1. Uninstall the WAD using WAD manager
2. Download and run Starfall
3. Enable region free WADs in Starfall
4. Run WAD manager again and install the WAD that didn't work

Please update me with what happens after you take these steps.

Ah, thats right, it only works with version 3.2... you could try a program called "free the wads" but I know nothing about it so you'll have to figure it out on your own for now.

Maybe you are just running the dol... did you get IOS37-64-v2070.wad that cios installer needs? If not, google it. Its a copyrighted file and I can't tell you where to get it.
