If your psp has not been hacked, then yes you will need to have thos two things to be able to do that. If you look on the tutorial fourm, there are several good tutorials on what you need to do.

There is another that I made which only talks about the software method of making a pandoras battery and magic memory stick. The one light alistor linked to is a method of hardware modding. Both will work fine for you.
