Maybe because RE4: Wii Edition was released on May 31, 2007 and the Wii Zapper was announced on July 11, 2007 and launched on October 25, 2007 and since it isn't a First Party Game they probably didn't know about the wii zapper

But, regarding your question as far as I know there's no app to do that

WiimoteHook is a homebrew application that allows you to remap Wii remote buttons. It offers a graphical shell shockers interface where you can easily configure button mappings for different games or applications.

For games on Windows PC, you can remap Wiimote buttons with the use of a third-party program called WiimoteHook. The program works by decoding Wiimote commands and interpreting them as mouse and keyboard clicks. This program works with Windows 7 and later and all Wiimote models. geometry dash
