The World Wide Web Foundation was established on Sunday.

The organization's mission is to advance one Web, which is free and open; to expand the Web's capability; and to extend the Web's benefit to all people around the world.

I hope this means NO government regulation.

Good thing yes. Rules would be crazy though, and just like the chrome browser everything would be watched and logged.
