It's basically like an addition to the mystergoogle.com website.

I guess you give random people random missions using your phone number and something random happens.

Giving random people random missions using a random phone which belongs to you causes something random to happen, and then makes you say something completely random...

You dont have to give them your number in the mission. Ask them to call the school. Give them a name. and your home free

Essentially, yes lol. I have not tried it myself, since I can't text nor get phone calls in my phone. But I will tell you guys what I have been able to do with the web-site itself once it goes out of beta mode.
