This really doesn't need to be put in writing. If you are a soldier and being shot at in a combat zone I don't think it matters if it's the Queen of England you shoot back! Unfortunately, I fear it is only a matter of time before the term "abroad" becomes "nationally".
Northcom is already in effect. Today it is intended to assist during disasters but if you recall Katrina the National Guard became the police, having them backed up by the US Army along with local law enforcement is a scary thing indeed.
Few people understand the meaning of
"Posse commitatus". Having Northcom in effect gets people used to seeing military patrol American streets and I fear that before long when the conditions are right we could find ourselves facing our own military some day.
Vietnam was never publicly stated as a war. First it was CIA offering assistance to the South Vietnamese then the Army helped the CIA then the help turned into do it for them.
This is how things change, slowly at first not suddenly. It creeps on you and before you know it you are neck deep in something you never wanted to be a part of.
Now every injustice can be justified for the "war on terror". Victory for the war on terror has never been defined so it will never end.
