JGE help plz

i downloaded jge the newest version and its so complicated i go to cmd and type in make and it says make is not an internal or external thing wtf and now evry time i click on cmd my comp shuts down and turns on by itself...so can sum1 plz just give me the files tht i need to develop games FROM my psp and not comp cuz its bein weird thanks.
