This is by far a guess, but if you cleared space your flash 0 and deleted the other language packs that could be why.

Start it in recovery mode and goto flash 0 and get that to pop up on your computer then look if there is a folder called dic in there, or press select and change your usb from mem stick to flash 0 then goto usb connection, and btw when your flash 0 is up dont move anything in or out of there or you going to brick.
*Edit* If your dic folder is missing I can send you the back up of mine. Technecally you dont need it all it contains is extra language packs but most people clear it off to save space for custom themes.
*Edit* I dont even know If this would be the problem eather, ive never tried to play anything but EUR and US games.

Recovery mode is when you turn your psp off all the way and then start it up while holding down the R trigger untill you get a screen called recovery.
then you goto advanced you will see flash 0 connect a usb cord to your psp and comp then hit toggle usb connection, basscially click x when flash 0 is higlighed. Also do not move anything in flash0 dont ever delete or add if you dont know what your doing or you will brick

No it wont delete anything, and idk if it will fix the problem this is just a guess, just go on google and type in flash0 backup or something then look on a tutorial somehwere about flash0 so you dont brick when you do it.

just make sure when you put in the new files you dont delete the old ones just copy them in there and let it replace the old ones.

In the recovery menu set your psp to "Free UMD region".
Configuration->
Free UMD Region (currently: Enabled)
