easy installer will not run. need help.

i've got the easy installer 3.03oe-c from f/w 1.50 on my computer, connected my psp up and then run the application but
nothing happens except a box appears with a picture of a psp and underneath it says
connect your psp to computer(which i already have done). whats the problem.
