The CD-I is a system that combined the Sega Genesis 16 bit capabilities with the Sega CD. It was very expensive and failed because people that wanted that kind of system could get a Genesis console and a Sega CD unit and combined them together cheaper.

There is a Sega emulator that I believe emulates Sega CD, but you need the bios. Light alistor says picodrive. I think it does it, but I only use it for normal Sega Genesis at the moment.

On the computer, I use Kega Fusion emulator to play Sega CD. You can even set it up so that if you have a real Sega CD disc, you can put it in your computer and it automatically opens it up in Kega Fusion like your computer is a Sega CD or something.
